“Do not reward capex simply because it is AI capex.”
Debt issuance is accelerating, project bankability is tightening, and markets are beginning to distinguish between capital committed and capital capable of earning above its cost. Data cut: 13:00 CEST.
The AI investment cycle remains extraordinarily strong. But its financing structure is changing. The fundamental question is whether the AI infrastructure cycle can continue to justify rising debt, capex and project-finance commitments if returns on incremental capital fail to outpace the full cost of financing, power and execution.
At least 75 U.S. data-centre projects worth approximately $130 billion faced local opposition in the first quarter alone. The implication is financial, not technological: AI does not have a shortage of capital. It has an emerging shortage of projects capable of converting capital into cash flows at returns above their full economic cost. That is the new phase of the AI Supercycle.

Five Signals Shaping the Next Economy
The financing turn
-
For the first phase of the AI boom, capital expenditure itself was interpreted as evidence of strategic strength. That relationship is becoming less automatic. As hyperscaler spending approaches hundreds of billions annually, internal cash generation is increasingly supplemented by corporate bonds, project finance, private credit, leases, infrastructure funds and sovereign capital.
Once external financing becomes a larger component of the AI production function, the relevant benchmark is no longer simply revenue growth. It becomes incremental ROIC minus incremental WACC. A company creates economic value only when the first remains sustainably above the second. signal: The benchmark shifts from revenue growth to incremental ROIC above incremental WACC.
-
Banks financing U.S. data centres are increasingly incorporating permitting, zoning, environmental approvals, electricity availability and community opposition into lending decisions. Some structures now restrict construction drawdowns until permits and leases are secured, extending the chain from capital committed to cash flow generated.
A delayed permit changes project NPV. A delayed grid connection increases capitalized interest. A delayed energization postpones revenue — and every additional month raises the probability that installed technology becomes economically obsolete sooner. signal: The scarce AI asset is bankable, energized capacity — not announced capacity.
-
At the model layer, open-weight systems, Chinese token-price compression and improving inference efficiency continue to reduce the cost of intelligence. That is profoundly deflationary. But the surrounding industrial system — accelerated computing, memory, optical networking, data centres, power, transmission, cooling, storage and financing — is moving in the opposite direction.
This is the defining paradox of Industrial AI: intelligence is becoming cheaper while producing it at industrial scale becomes more capital intensive. If unit price falls faster than infrastructure productivity improves, returns on incremental capital eventually compress. signal: The next advantage comes from reducing capital required per useful unit of intelligence.
-
J.P. Morgan lifted its S&P 500 target to 8,000 and its earnings estimates to $365 and $420 because AI investment is increasingly converting into cloud revenue, backlog and earnings. Yet it held a forward multiple near 20× rather than assuming further expansion, because investors must simultaneously absorb higher Treasury yields, large debt and equity issuance, geopolitical risk and unprecedented infrastructure requirements.
The equation is shifting from AI exposure times multiple expansion toward AI earnings times cash conversion times capital productivity. That is a materially harder test. signal: The next market stage must be driven by earnings, cash conversion and balance-sheet quality — not multiples.

South Korea has announced a ₩5 trillion semiconductor fund alongside supplier trade financing, and intends to secure ~14.7 GW of electricity for the Yongin cluster by 2041. Europe is pursuing its AI Gigafactory programme: €10 billion of public financing to mobilize at least €20 billion of private capital.
The direction is correct, but the decisive metric is private productive capacity generated per euro of public capital. Without infrastructure execution and industrial adoption, sovereign AI risks becoming publicly financed computing capacity without sufficient economic return. signal: Economic sovereignty = sovereign capital × private mobilization × execution × adoption.
Hidden Patterns Beyond the Headlines
Beneath the tape
The Great Split: Capital Formation vs Capital Productivity
For two years markets rewarded companies that could mobilize capital. The next stage differentiates among capital announced, financed, deployed, energized, utilized, and earning above WACC. These are fundamentally different economic states — only the last creates sustainable value.
Financial vs Economic Cost of Capital
Weak U.S. employment has moderated Fed tightening expectations and Treasury yields, reducing the financial discount rate. But power scarcity, permitting delays, construction inflation, grid congestion and obsolescence are raising the real economic cost of deploying infrastructure. Financial capital may cheapen while productive capacity grows more expensive.
AI Is Becoming Project Finance
The hyperscaler model resembled software economics: high upfront spend, extraordinary operating leverage. Industrial AI increasingly resembles infrastructure economics — utilization, asset lives, contract duration, depreciation, power contracts, leverage, credit spreads and residual value. Infrastructure markets impose far greater capital discipline.
Permission Is Becoming a Financial Variable
If a permit determines when construction begins, when financing draws and when revenue starts, it directly affects NPV, IRR, interest expense, debt-service coverage and credit quality. The same applies to grid connections — the value of land now depends on the probability and timing of energization.
The Scarcity Rent Is Migrating Outward
The first rent belonged to frontier models, then GPUs, memory and power. Now it spreads across grid connections, cooling, electrical equipment, land with secured power, permitting capability, project finance and long-duration contracted infrastructure. The opportunity around AI may become larger than AI software itself.

The capital-productivity rule
- Do not reward capex simply because it is AI capex.
- Do not confuse backlog with return.
- Do not confuse cheaper financing with better economics.
- Do not measure the size of the infrastructure before measuring what that infrastructure earns.
- The winners will convert each incremental dollar into productive capacity, free cash flow and returns above WACC — before depreciation, competition and obsolescence destroy the spread.
