Europe’s AI Corridors

Europe's AI map is shifting from a metropolitan model to a corridor model, and the decisive unit of competition may no longer be the company or even the country.

“AI does not scale where the model is. AI scales where the entire system closes.”

The next European AI map will not be organized primarily around countries. It will be organized around corridors.

That distinction is fundamental. Frontier AI requires a combination of compute, electricity, fiber, capital, research, industrial customers, engineering talent and increasingly large physical sites. These assets rarely coincide neatly inside national boundaries. They cluster around metropolitan systems and then propagate along energy, transport, industrial and digital networks.

Europe is already moving in this direction. The fundamental question is which corridors can convert Compute + Energy + Capital + Industrial AI + Talent into self-reinforcing economic Velocity — and which have the greatest upside from here.

The Corridors In Detail

leadership, constraint and thesis

  1. London remains Europe's deepest intersection of capital, AI companies, global financial institutions and cloud infrastructure, while Cambridge and Oxford supply extraordinary research density. It is still EMEA's largest individual data-center market, with roughly 1.38 GW operational and a pipeline around 1.77 GW. Its weakness is becoming physical rather than intellectual: power, land, grid connections, cost. signal: Leadership remains formidable, but future Velocity increasingly requires geographic expansion beyond London itself.

  2. France may possess Europe's most balanced AI equation. Paris combines models, talent, research and capital; Saclay supplies scientific density; and France's nuclear system provides relatively abundant low-carbon baseload electricity. Paris delivered 72.5 MW of new capacity in H1 2026, the largest addition among the core FLAP-D markets, with JLL linking France's nuclear capacity and EDF's grid-ready pipeline to accelerating demand. signal: Paris has the clearest path from European challenger to European leader.

  3. Supply grew 23% year-on-year in Q1 2026, net absorption reached 218 MW, and vacancy sits around 5%. Connect Frankfurt's compute to Germany's manufacturing system and it becomes Compute → Mittelstand → Automotive → Chemicals → Engineering → Robotics → Industrial AI. But JLL reports connection lead times of 24 months or more, despite 311 MW under development and 687 MW planned. signal: Germany's challenge is not demand — it is physical capacity expansion velocity.

  4. This may be Europe's most underestimated AI corridor: abundant lower-carbon electricity, cool climate, land, strong grids, digital sophistication and high institutional quality. Finland hosts the LUMI AI Factory and Sweden the MIMER AI Factory within EuroHPC, and capital is expanding toward the Nordics as power constraints intensify in the core hubs. signal: Energy abundance becomes intelligence abundance — the Nordics may become Europe's AI production system.

  5. Amsterdam contributes digital infrastructure and capital, Eindhoven Europe's semiconductor-equipment ecosystem, and Leuven advanced research. The Netherlands is establishing an NLAIF AI Factory while Belgium hosts an antenna. Compute capacity can move; semiconductor know-how is much harder to relocate. signal: Its strategic importance comes from controlling part of the technology stack underneath AI.

  6. Dublin remains strategically important for its concentration of U.S. technology platforms and cloud infrastructure connecting Ireland, Britain and transatlantic networks. But power availability is increasingly limiting growth. Its GVI remains high while marginal upside is lower. signal: The challenge is no longer attracting AI demand — it is physically accommodating it.

  7. Spain could be one of the largest relative winners of the next cycle: renewable electricity + land + improving connectivity + metropolitan demand + industrial customers. JLL identifies Iberia among regions attracting incremental capital, and Spain has two AI Factories, BSC AIF and 1HealthAI. Madrid brings capital and enterprise, Barcelona compute and science, Aragón energy and hyperscale. signal: Spain could become Europe's principal Southern AI infrastructure gateway.

  8. Our highest-upside corridor — not because Italy currently possesses the largest AI infrastructure, but because Northern Italy has an unusually dense combination of assets waiting to be connected: Milan (capital, finance), Bologna (Leonardo/EuroHPC, research), Turin (automotive, robotics, aerospace). Italy's IT4LIA AI Factory is already part of EuroHPC, and JLL identifies Milan as a market attracting new capital. signal: If Milan–Bologna–Turin closes the Compute–Energy–Capital loop, its GVI rerating could be the largest in Western Europe.

  9. Switzerland combines extraordinary universities, capital, pharmaceuticals, precision engineering and high-value services. Its advantage is not scale but intelligence density, excelling where value per unit of compute is exceptionally high — life sciences, finance, robotics, scientific AI. It participates through the HEARTS AI Factory antenna. signal: Switzerland can become Europe's highest-value AI cluster without becoming its largest.

  10. Poland now has two AI Factories, PIAST and Gaia, while Czechia hosts CZAI. The corridor combines lower costs, strong technical talent, industrial supply chains, manufacturing and proximity to Germany — a classic GVI convergence play of lower base, capital inflows, infrastructure, AI diffusion and industrial upgrading. signal: This is the corridor most likely to surprise on the upside if capital formation accelerates.

Key takeaways

the networked-specialization thesis

  • Europe does not need one Silicon Valley — it needs a network of specialized AI corridors, then the grids, fiber, capital markets, rail and research networks to connect them.
  • The new architecture is Specialization × Connectivity × Scale; Europe's historic weakness of fragmentation could become its advantage of networked specialization.
  • Today's leaders are London → Paris → Frankfurt; tomorrow's accelerators are the Nordics → Northern Italy → Iberia → Central Europe.
  • The decisive unit of competition may no longer be the company, or even the country — it may be the corridor.
  • Corridors capable of closing the system will compound; those unable to do so will increasingly pay for somebody else's intelligence.
