China: DeepSeek funding pause. DeepSeek reportedly paused its second fundraising process, which had contemplated a valuation of about 500 billion yuan, or approximately $74 billion. Reuters could not independently verify the report, and the company may resume the transaction later. The information therefore fails the GVI verification and persistence thresholds. China's score is unchanged. The development is nevertheless recorded as a Smart Capital watch signal: frontier-model capability is not automatically equivalent to uninterrupted access to growth capital.
United States: power policy remains below the execution threshold. The US initiative asking technology companies and utilities to fund the infrastructure required by data centres remains non-binding. Data centres accounted for approximately $6.3 billion — nearly 40% — of the latest PJM capacity-market charges, while US residential electricity prices are forecast to rise by 5.1% in 2026. These constraints are already included in the American baseline; no additional reduction is applied today.
Remaining countries: no newly verified development in the observation window passed all four requirements of materiality; additionality; execution probability; structural persistence. Scores were therefore held unchanged.
Institutional interpretation
National Velocity is an orchestration story.
Today's evidence marks a qualitative transition. South Korea's earlier strength was concentrated in memory manufacturing. The new agreements extend its position across HBM → advanced foundry processes → packaging → accelerated computing → AI factories → sovereign and physical AI deployment. That sequence matters more than the nominal $950 billion headline. National Velocity is created when complementary assets are orchestrated into a productive system.
The United States continues to control the leading accelerated-computing platforms and much of frontier-model development. South Korea is demonstrating a different form of advantage: it is becoming indispensable at the industrial layers through which intelligence must be manufactured and deployed. China remains the closest systemic challenger, but the DeepSeek funding report exposes an important distinction between technological achievement and capital continuity.
What each reader should carry forward.
- For investors: the AI value chain is shifting toward integrated suppliers that combine memory, logic, packaging, networking and committed customers. Headline deal values should be discounted until contractual and construction milestones are visible.
- For executives: securing isolated components will no longer be enough. Competitive resilience will depend on long-duration partnerships spanning the complete AI-factory architecture.
- For policymakers: the South Korean model demonstrates that national advantage does not require leadership in every technological category. It requires the ability to orchestrate critical capabilities at industrial scale.
Methodological status: the headline GVI, country scores and daily movements remain provisional nowcasts pending completion of the variable-level database, independent audit process and historical back-testing.
Global Velocity rises to 107.0 because South Korea is moving from semiconductor leadership toward system-level AI leadership. The larger pattern is becoming unmistakable: the next phase of the AI Supercycle will be led not merely by the countries with the largest models, but by those capable of connecting intelligence, capital, energy and industrial execution into one coherent national architecture.
