“Intelligence will become abundant. Execution will remain scarce. Own the scarcity.”
The evidence points to a decisive shift in the AI Supercycle: the world is announcing AI capacity faster than it is converting that capacity into measurable economic output.
This is today's central discipline. Capital can be raised, models trained, data centres announced — but economic Velocity appears only when infrastructure becomes powered, utilised and productive.
Five Signals
The evidence beneath the index
-
Real wages rose 1.5% y/y in August — the eighth consecutive increase — with nominal wages up 3.8%, base pay 3.8% and overtime 5.2%. Stronger wages improve domestic architecture, but also widen the Bank of Japan's freedom to tighten. signal: Growth quality improves. Cheap capital does not.
-
August factory orders fell 10.6% m/m, but the drop reflects the reversal of outsized aircraft, ship and rail bookings. Excluding large orders, bookings declined only 0.1%; the three-month measure held +1.3%. The problem is breadth, not collapse. signal: Less clean — but not broken.
-
The trade deficit widened 13.7% to $105.6 billion as imports surged 4.3% to a record $420.8 billion — part of it capital goods and semiconductors consistent with continuing AI build-out. A GDP headwind, not declining structural Velocity. signal: Current GDP arithmetic ≠ future productive capacity.
-
Mistral unveiled Large 4, potentially narrowing Europe's frontier-model gap and strengthening the case for sovereign, open-weight AI. But capability claims are not economic output; validation and deployment remain pending. signal: Momentum improves. Score unchanged.
-
More than €60 billion of expected investment is turning Aragón into a potential European AI-infrastructure cluster — but most of that capital remains future rather than operating capacity. The crucial variable is now TIME TO POWER → TIME TO OPERATE → TIME TO REVENUE. signal: That is the execution gap.

The Hidden Pattern
The AI economy's four stages
The AI economy is moving through four stages: MODELS → COMPUTE → INFRASTRUCTURE → EXECUTION. The first three are increasingly abundant. The fourth is not.
That changes the market's unit of measurement. Announced CapEx matters less; operating output matters more. The valuation hierarchy increasingly becomes: CAPITAL → CAPACITY → UTILISATION → PRODUCTIVITY → CASH FLOW.
Second-Order Effects
What comes next
-
As infrastructure announcements multiply, scarcity shifts toward permitted, powered and operating capacity. Announced gigawatts lose valuation relevance; time-to-revenue gains it. signal: Time-to-revenue becomes the scarce metric.
-
The next rotation favours MEMORY → NETWORKING → POWER → GRID → COOLING → INDUSTRIAL SOFTWARE → AUTOMATION → ROBOTICS — the layers that turn compute into productive output. signal: The rotation moves closer to the physical economy.
-
A different architecture is emerging: SOVEREIGN AI + INFRASTRUCTURE + INDUSTRIAL SOFTWARE + MANUFACTURING. France provides the model layer, Spain the infrastructure, Germany the industrial conversion base. signal: The window is measured in execution speed — not policy ambition.
-
At 5%+ long rates, strong balance sheets keep building and consolidating; weak ones cannot. AI technology democratises while AI economics concentrate. signal: Higher rates favour cash-rich incumbents and contracted-revenue assets.
-
Models will proliferate, compute will expand, infrastructure will catch up. What stays difficult is translating all three into MARGINS → ASSET TURNS → LABOUR PRODUCTIVITY → FREE CASH FLOW → ROIC. signal: That is where the next Great Split will emerge.
The discipline of the index
- The index refuses to reward announcements. €60 billion of ambition and a promising frontier model matter — but only operating capacity and measurable conversion move structural Velocity.
- Time-to-deployment becomes competitive advantage. Permitting, grid connection and organisational execution determine where AI capital earns its return.
- Europe has a second route into the AI race — industrial AI combining sovereign models, infrastructure, engineering, mobility, automation and manufacturing.
- Higher rates make execution more concentrated. The longer capital stays expensive, the larger the advantage of firms that can self-finance deployment.
- Enforce one chain relentlessly: CAPITAL → CAPACITY → UTILISATION → PRODUCTIVITY → CASH FLOW → ROIC > WACC. Anything that stops before productivity remains a thesis.
GVI 108.0. The infrastructure race continues; the execution race has begun. Intelligence will become abundant. Execution will remain scarce. Own the scarcity.
