GVI Global Cities: Signature Survey

AI keeps intelligence concentrated while its physical complements disperse — and the winning city is becoming the one that can orchestrate both without turning the productivity dividend into a scarcity tax.

“The city is becoming part of WACC. Citizens are becoming part of the capital structure.”

The city is becoming the balance sheet on which the AI revolution is settled.

This week's recalculation produces a sharper divide between cities that can convert intelligence into productive capacity and cities where success is beginning to generate its own constraints. The decisive variable is no longer simply AI talent, venture capital or GDP. It is the ability to combine intelligence + capital + power + mobility + housing + institutional execution without allowing scarcity to overwhelm the productivity dividend.

That distinction matters more this week because several major datasets have reset the evidence base simultaneously. The central GVI conclusion is unambiguous: intelligence remains concentrated, but its physical complements are dispersing. The winning city is becoming the city that can orchestrate both.

Five Signals

What changed this week, and why it matters

  1. Seoul rises in WIPO and Korean semiconductor exports explode. The AI race is broadening from models into physical production. signal: The race is no longer about intelligence alone — it is about who can build it.

  2. The EMEA hyperscale radius jumps from 46 km to 175 km, with greenfield rising from 8% to 39% of the pipeline. City boundaries become economically obsolete. signal: The productive geography of a city now extends far beyond its map.

  3. AI financing grows even as global yields rise sharply; the U.S. 10-year Treasury briefly reached 5.34% this week and AI-linked credit is showing greater dispersion. Time-to-capacity increasingly enters WACC. signal: The AI city must clear a far higher capital hurdle than six months ago.

  4. Istanbul becomes the world's #1 aviation megahub; Madrid Barajas climbs +7 to #18 and Rome +13 in OAG's 2026 Megahubs. Mobility expands a city's productive geography. signal: Connectivity is now a direct input to urban velocity.

  5. Texas and PJM shift costs and scrutiny toward data centres. Citizens increasingly determine the Urban Discount Rate. signal: Where AI arrives as higher rents and grid pressure, permission slows and capital costs rise.

The Top 10 Rising Cities

The convergence trade

Warsaw

The strongest European convergence trade — growth, talent and improving institutional depth. Oxford Economics 2026 reports a 109-place rise year on year, and WIPO identifies Central European clusters as part of a broader eastward shift.

Madrid

Renewable-energy geography, airport connectivity and expanding compute improving together. Barajas climbs seven positions to #18 in OAG's 2026 Megahubs while Spain attracts large AI-data-centre pipelines outside the traditional core.

Milan

Finance, industrial depth and Northern Italian infrastructure are reconnecting. JLL says European data-centre capital is broadening into Milan, Iberia and the Nordics, while Temasek this week bought a 9% stake in Milan-based FSI.

Riyadh

Capital abundance is increasingly being converted into innovation infrastructure — sovereign capital plus its first WIPO Top-100 entry.

Eindhoven

One of the world's highest innovation-intensity clusters and a critical semiconductor ecosystem; WIPO places it among the Top 10 on an intensity-adjusted basis — the scale-versus-intensity correction GVI explicitly rewards.

Paris — Velocity standout

JLL reports 72.5 MW of data-centre capacity delivered in H1 2026, taking the market to roughly 614 MW, with France's nuclear generation becoming a genuine AI-era comparative advantage as WIPO returns Paris to the global Top 10.

Key takeaways

The Converters and the Constrained

  • Intelligence remains concentrated; its physical complements — power, land, compute, connectivity — are dispersing.
  • Global equity funds attracted $34.76 billion in the latest week amid AI optimism, even as the 10-year Treasury briefly hit 5.34% and AI-linked credit disperses.
  • Converters turn intelligence into abundance; Constrained Cities turn intelligence into scarcity.
  • Time-to-capacity, social licence and execution risk now feed directly into the cost of capital.
  • Markets will increasingly price the gap between the two.
