The Grid Is Now Allocating the Winners

Aragón reveals the next phase of Europe's AI race — power access is becoming a scarce strategic asset, and grid rights are turning into an asset class of their own.

“The scarce asset is no longer the GPU. It is the right to switch it on.”

One development today clears the materiality threshold — and it is more consequential than another Gigafactory announcement.

Aragón now has more than 2.4 GW of electricity capacity committed to future data centres, representing 38% of the permits granted to the sector in Spain. Crucially, much of that capacity is not yet consuming electricity: it is authorised but waiting to connect. In seven Zaragoza-area substations, including Peñaflor and Villanueva de Gállego, demand has become tight enough that available capacity is expected to be allocated through competitive procedures.

Red Eléctrica had already warned that only about 25% of transmission-grid nodes still had capacity available for new demand, while 11.8 GW of new demand access granted since 2022 remained unconnected. Its framework explicitly allows scarce capacity to move from first-come-first-served allocation toward competitive tenders.

This changes the economics of the European AI race.

01

Five Second-Order Effects

How scarcity reshapes the race

  1. Grid-access permits begin to resemble scarce concessions. The value of a data-centre site will increasingly be determined by time-to-power, not hectares. signal: Time-to-power, not hectares, sets site value.

  2. Capacity reserved but not deployed blocks competing industrial demand. That will put pressure on regulators to introduce tighter milestones, guarantees and "use-it-or-lose-it" mechanisms. Aragón is effectively becoming a test case for whether Europe can prevent scarce grid capacity from becoming stranded optionality. signal: Expect "use-it-or-lose-it" mechanisms to tighten.

  3. A megawatt allocated to compute cannot simultaneously serve chemicals, steel, batteries, hydrogen or manufacturing. AI policy and industrial policy are therefore converging into the same power-allocation decision. signal: Compute and industry now draw from one pool of megawatts.

  4. Financing will move from "Is there a hyperscaler?" toward a tougher sequence: Is the power real? When is it energized? Is the connection defensible? Who has offtake? Grid certainty becomes a credit variable. signal: Grid certainty becomes a credit variable.

  5. Red Eléctrica is already reinforcing substations across Aragón, including Peñaflor, where a €10 million expansion has added transmission capacity and two new 400 kV positions are being built for future large consumers. Once power, fibre, contractors and customers cluster, the next MW becomes easier to build — reinforcing Aragón's advantage. signal: Clustering compounds — the next MW is easier to build.

What It Means By Audience

Reading the shift across the table

Investors

The valuation premium should increasingly migrate toward energized land, grid rights, substations, transformers, storage, electrical equipment and operators with secured power. The next critical metric is no longer €/MW announced, but €/MW energized — and years to energization. That distinction may separate genuine AI infrastructure from stranded PowerPoint capacity.

CEOs & Boards

Compute strategy is becoming energy strategy. Boards should ask not simply how much AI capacity they intend to buy, but where their future compute sits in the power queue. Access secured early can become a structural cost and availability advantage.

EU Policymakers

Europe now faces an allocation problem, not only an investment problem. Scarce grid capacity should increasingly be awarded according to execution certainty, additional power, economic value created and European value capture. The objective cannot be to maximize reserved MW — it must be to maximize productive value per energized MW.

The Materiality Test

Why this crossed the threshold today

Key takeaways

What boards and investors should hold onto

  • Aragón holds 2.4 GW committed and 38% of Spain's data-centre permits — much of it authorised but unconnected.
  • With only 25% of grid nodes open and 11.8 GW stranded, scarce capacity is shifting to competitive tenders.
  • Grid access is becoming an asset class; the key metric is €/MW energized and years to energization.
  • AI compute now competes directly with industrial electrification for the same megawatts.
  • Financing and policy are converging on one question: is the power real, and when does it switch on?
