U.s.: China AI Watch: Capital Joins the Stack

China's alternative AI stack is now drawing industrial-scale capital, turning the DeepSeek–Huawei alignment from a software story into an infrastructure story.

“America is still winning the race to create the most powerful intelligence. China is financing the machinery to make near-frontier intelligence ubiquitous.”

Material inflection. Today's signal is not another benchmark release. It is the scale of capital now moving behind China's alternative AI stack. DeepSeek is reportedly close to raising at least RMB80 billion—about $12 billion—with Tencent among the backers, while it plans to deploy at least 160,000 Huawei accelerators in a major Inner Mongolia data center. That turns the DeepSeek–Huawei alignment from a software and model story into an infrastructure story.

This strengthens—not overturns—our thesis: the United States still leads the absolute frontier, but China is increasingly building the capital base, domestic compute stack and deployment architecture needed to challenge the economics and diffusion of that frontier.

01

The Inflection

capital meets compute

  1. The most consequential development is the combination of DeepSeek capital, Huawei compute and open software infrastructure. DeepSeek and Huawei had already moved together on Ascend programming tools designed to reduce dependence on Nvidia's CUDA ecosystem. The new funding scale and planned 160,000-chip cluster suggest that China is no longer merely optimizing around U.S. restrictions; it is attempting to build a parallel, vertically integrated system capable of supporting frontier-scale training and mass inference domestically. signal: China is replicating the entire AI production system, not experimenting at the margins.

  2. At the same time, the U.S. is now responding directly in the layer where China has been strongest: efficient open-weight models. Nvidia-backed Reflection AI launched Beam, a 501-billion-parameter Mixture-of-Experts model with only 23 billion parameters active per token. Reflection says Beam is competitive with GLM-5.2 and approaches Qwen 3.8-Max on coding and agentic tasks while using materially less inference compute. Its own benchmark table still shows Chinese models such as Kimi K3 and DeepSeek V4.1 Flash ahead on a number of raw-capability measures—which is precisely why this matters: the U.S. is now treating open-model efficiency as a strategic battleground, not a side market. signal: Open-model efficiency has become a front line, not a footnote.

The Competitive Architecture

stack versus stack

United States

Frontier models + Nvidia-scale compute + hyperscale capital + increasingly efficient open models.

China

Near-frontier open models + domestic accelerators + lower-cost inference + industrial deployment + rapidly expanding local capital.

Why This Matters For The Velocity Edge

capital reinforces the split

Key takeaways

the deeper inflection

  • The U.S. still owns the highest-performance end of the frontier.
  • China is now financing the machinery required to commoditize everything just below it.
  • America is still winning the race to create the most powerful intelligence; China is raising the capital, building the chips and writing the software to make near-frontier intelligence ubiquitous.
  • The next phase of the AI Supercycle will be decided by compute efficiency × capital availability × deployment velocity.
